Roles & Responsibilities for Vista Ridge Homeowners
Vista Ridge Metropolitan District
The Vista Ridge Metropolitan District provides services and maintenance of certain areas within and surrounding the Vista Ridge subdivision on behalf of Weld County and the Town of Erie. The District is a quasi-municipal corporation established by the State of Colorado and governed by a 5-member board elected for 4-year terms by voters within the District. Approximately one-half of the property taxes homeowners pay each year are used by the District for landscaping, snow removal, fence repair, open space and trail maintenance around Vista Ridge (see responsibilities below).

Responsibilities:
· Maintain community trails, greenbelts, open space fencing, pedestrian trails & sidewalks, and certain open space landscaped areas along collector streets and sidewalks;
· Maintain community water detention ponds and perform storm maintenance responsibilities of the HOA;
· Maintain golf cart bridge underpass crossings;
· Provide snow removal on collector street sidewalks, landscaped area sidewalks, and community trails within Vista Ridge;
· Maintain common area landscaping, including landscaping in street islands and collector streets;
· Maintain and repair fences between homeowner property and golf course & open space areas.

Vista Ridge Homeowners Association (HOA)
The Vista Ridge Homeowners Association provides services and amenities for homeowners within the Vista Ridge subdivision. The HOA is administered by a 5-person Board of Directors and assisted by Management Specialists Inc. (MSI, LLC) in managing the association. HOA facilities and amenities include the Vista Ridge Community Center, swimming pools, work-out facilities, tot lots, and volleyball and tennis courts. The HOA is responsible for developing and managing contracts for all HOA services and governing common homeowner responsibilities in accordance with the Master Declaration of Covenants, Conditions, and Restriction.

Responsibilities:
· Maintain the following HOA facilities;
o Vista Ridge Community Center
o Volleyball and tennis courts
o Two swimming pools
o Community tot lots
· Maintain and manage contracts for all HOA services;
· Maintain neighborhood tot lots, including grass, landscaping, and playground equipment;
· Provide trash removal and recycling pickup for community facilities and residents of Vista Ridge;
· Review and approval of all Architectural Review Requests from Vista Ridge homeowners in accordance with the Master Declaration of Covenants, Conditions, and Restriction.

Town of Erie
The Vista Ridge subdivision is incorporated within the Town of Erie and is governed and under the jurisdiction of the Town of Erie laws and ordinances. All maintenance responsibilities between the Town and Vista Ridge HOA are based on numerous annexation and development agreements and plats (maps) between the two parties. The Town of Erie provides landscaping requirements for Vista Ridge common areas, performs street snow removal, and maintains utility services, such as water and sewer.

Responsibilities:

· Perform snow removal for arterial streets (primary) and Vista Ridge subdivision streets (secondary);
· Maintain and repair community streets, as needed;
· Maintain town park (Columbine Mine Park), including grass, landscaping, and playground equipment.

Colorado National Golf Club
The Colorado National Golf Club is a public golf course surrounding and within the Vista Ridge subdivision. Along with a full 18-hole golf course, the club has the Masters restaurant, event facilities, and an indoor practice facility. The Colorado National Golf Club is the exclusive course for the University of Colorado golf teams. The golf club is responsible for the golf course, concrete cart paths, and native grass areas throughout the course and adjacent to homes alongside tees, fairways, and greens.

· Maintain the Colorado National golf course and native grass areas adjacent to tee boxes, fairways, and greens;
· Maintain the parking lot, concrete golf cart paths, and entrance signs to the Colorado National Golf Club;
· Maintain and operate certain golf course hazard ponds on the Colorado National golf course.

Vista Ridge Homeowners
Homeowners in Vista Ridge have responsibilities for properly maintaining their homes and landscaping in accordance with the Master Declaration of Covenants, Conditions, and Restriction. These responsibilities include (1) protection and repair of essential utilities on their property (i.e. prior to connection to city utility sewer and water mains); (2) protection and repair of cable, gas, and electrical services within property boundaries (i.e. prior to connection to service company main lines; and (3) maintaining landscaping along sidewalks in front of homeowner property. In addition, by Erie Town ordinance, property owners are responsible for clearing their sidewalks of snow within 24 hours of accumulation following each storm
